A data-center pause is rarely one vote. Authority is split across city or county zoning, state environmental and water agencies, and utility interconnection — each with its own calendar and disclosure rules.
Communities that have succeeded typically start by identifying which body can legally impose a temporary pause (often the planning commission or city council via zoning ordinance), then use that window to demand information the developer already has: load, water, noise, and who pays for grid upgrades.
The Moratorium Nation dataset records 505 local measures that specifically name data centers. The single most common stated reason is a regulatory gap — rules that did not exist before a large proposal arrived.
