Local jobs and procurement

Do not overclaim that data centers guarantee local jobs. Treat hiring and procurement as one package: local-hire, apprenticeship, and living-wage standards, plus a verifiable minimum share of project contract value to local vendors as primes or subs — with public quarterly reporting by vendor location and clawback if the floor is missed.
Important legal note (pending deeper sourcing in PM-8): local-preference requirements in public procurement can face dormant Commerce Clause challenges in some states, while equivalent terms inside a private development agreement, PILOT, or community benefits agreement are generally more durable.
