COFAIR's checklist maps those concerns into seven enforceable asks: water disclosure; grid safety and curtailment; a separate rate class so upgrades are not socialized; transparent siting without NDAs on critical impacts; location-based emissions reporting; additional clean supply; and local jobs & procurement — hire/wage standards tied to a verifiable share of contract value for local vendors.

If a developer claims local economic benefit, put numbers in the development agreement or PILOT — with clawback if the floor is missed. Do not treat jobs promises and contracting floors as separate politics; they are one labor ask with two instruments.
